Attack cursor doesn't change to green, if the target is out of range. (migrated from trac, id 236 )

Original report is from Fri Jul 19 18:04:28 2013 by user: Toranaga

git-trac-id: https://trac.maxr.org/ticket/236

When going with the mouse over enemy units that are in attack range, the cursor is red and shows the number of hitpoints that will be left after the attack. Ok. But when going with the mouse over enemy units that are out of attack range, the cursor should change to green indicating that the enemy unit cannot be attacked directly.
