Small capital letters have different baselines when they are accented (migrated from trac, id 516 )

The small capital accented letters don't have the same baseline as regular letters. (For example the É with the accent in the upper right corner and the letter pushed down compared to regular E.)
I think you should either push down all letters so they have the same baseline as the accented ones, or just put no accents at all on small capitals at all. When you know the language, you don't really need accents to recognize the words, and at least in french they're optional on capital letters.
