event system for maps (migrated from trac, id 284 )

implement event system that knows:
- about resource placement
- victory condition
- trigger for textboxes
- trigger for ownership changes on unit
stuff like this so we could add missions, scenarios or tutorials to maxr. the "mission-files" should be valid XML and don't need to be bound to a specific map (but could be of course).
It might make sense to include the savegame format as well for prebuild bases or armies for mission matches.
